Sorry for not replying sooner. It is possible that the hearing of 22:9 is the hearing of understanding, rather than the physical act of hearing a sound.
Alternatively it could be that in 9:7 they heard the sound of the voice without discerning what was said, which would amount to the same meaning as 22:9.
